The author is still writing — problem, options, recommendation. Not yet shown for discussion.
Who: the proposal's author drafts it. Any coordinator can open a new proposal.
Open for comment
Discussion is live. The room reads the proposal and adds comments. This is the brainstorming stage.
Who: the Director opens it for comment. All coordinators read & comment.
Decided
Consensus reached. Promoted to the Decisions Register (network-wide) with a back-link — the decision keeps its audit trail.
Who: only the Director promotes & approves a decision.
Parked
Shelved for now but kept on the record — revisit later. Not rejected, just not active.
Who: the Director parks it. Can be re-opened anytime.

Phase & promote control sit with the Director by design — coordinators shape the idea through discussion, the Director makes the call (the "discuss → Director approval" model). This is a workflow courtesy in the page; everyone who can reach this page is trusted HQ staff.
