Certification Admin

Candidates take the assessment in Academic Hub /certification. The server draws a balanced form, shuffles the options and grades it; no answer key ever reaches a browser. Verify checks identity, the passing result and the active version (Governance Decision §7), then adds a row to the Educamp Certificate Tracker and issues the Certificate ID from it. Question text, keys and rationales stay in the internal Drive banks; re-import them with scripts/certification/import-cert-banks.js after any bank change.
