Pilot Enrolment

Network-wide view of which pilot systems each partner school is opted into. Toggling a cell rewrites partner_schools.{schoolId}.enabled_systems[]. Teachers Hub and Academic Hub honour this list when gating dashboard cards, navbar items and direct URL access. Missing field = all 5 systems enabled (back-compat). Empty array = all 5 disabled.
